    Analyzing the Role of ICT Sector to the National Economic Structural Change: the Case of Indonesia

    The one of technology which has the most significant role in human lives is Information and Communication Technology (ICT). This study is conducted to analyze the role of ICT in economic aspect of Indonesia from 1990 through 2005. The term of economic aspect used in this study is refers to the national economic structural changes. Structural decomposition analysis, the one of input-output analysis method, is used in this study. Analysis from macroscopic view shows that ICT sectors had not significant role in national economic structure changes of Indonesia between 1990 and 2005. In order to enhance economic growth of Indonesia, Indonesia government should improve the coherence and predictability and credibility aspect of ICT regulations.Keywords: ICT, structural decomposition analysis, macroscopic view, ICT regulations Ă‚

    Conflict resolution analysis using graph model for conflict resolution (GMCR) approach (a case study in conflict and cooperation agreement between IDT and IDMT)

    This study uses the Graph Model for Conflict Resolution (GMCR) as an approach to describe the optimal solution for resolving the conflict which happened between IDT and its subsidiary IDMT. This conflict arose when IDMT used IDT’s 2.1 frequency band. The main players in the conflict is IDT with its subsidiaries namely IDMT. The other parties involved in the conflict were KTI NGO, Central Jakarta District Court, Attorney General's Office and Policy Institute (MCIT and Administrative Court). The method used in this research is qualitative research that uses literature review as a tool for data collection Based on the stability analysis, The equilibrium scenario for all the parties in frame I and frame II was the first scenario. The first scenario happened when, KTI NGO reported that there was an alleged misuse of mobile cellular network in the frequency of 2.1 GHz / 3G conducted by IDT and IDMT. IDT and IDMT sent out a counter report stating that they had been extorted by KTI NGO. The Central Jakarta District Court then concluded that KTI NGO had been guilty of extorting IDT and IDMT. However the Attorney General's Office continued their investigation on IDT and IDMT because of their suspected misuse of mobile cellular network and on the Policy Institute who defended IDT and IDMT. Based on the outcome of the conflict as reported on online news portals, it can be concluded there is correlation between the outcome of the conflict and the stable solution (equilibrium) generated through the GCMR approach. The implications of this study can be used as a reference for the Indonesian government and stakeholders in the telecommunications industry to resolve similar conflict in the telecommunications cooperation agreement.peer-reviewe

    In Search of Quality Education: The E-Learning Implementation as the Impacts of the COVID-19 Pandemic

    The appearance of the disease epidemic induced by Novel Coronavirus (COVID-19) leads to some changes in life aspects, including in the learning process in the Education unit, particularly in colleges. The e-learning model is one of the models implemented in Garut University to prevent coronavirus transmission. This research aimed to describe an e-learning activity conducted by Garut University during the pandemic. The research method used was survey to examine the positive and negative effects of online learning activities. The technique of collecting data used was an online questionnaire via WhatsApp with 181 students. The results showed that e-learning activity conducted by Garut University had not been conducted effectively for students, lecturers and the campus itself as e-learning system provider. Lecturer performance was the complained factor by students, but generally lecturing ineffectiveness was due to all academicians’ unpreparedness for dealing with the changes of learning system from face-to-face to online method

    The Factors that Influence the User Intention to Use SI APIK Application by UMKM in Kabupaten Garut Using UTAUT2 Model

    A lack of knowledge about the correct procedures for financial recording in UMKM can cause the performance problem for a company. Thus, Bank Indonesia together with the Indonesian Accounting Association (IAI) created SI APIK (Sistem Informasi Aplikasi Pencatatan Informasi Keuangan) to help expand business capacity and access to capital for UMKM in Indonesia. This study analyzes the factors that influence the user intention to use the SI APIK application by UMKM in Kabupaten Garut using the UTAUT2 model. The framework is based on research from Eneizan et al. who stated that business expectations, social influences, performance expectations, hedonic motivation, facilitation conditions, price values, and habit variables affect behavioral intentions. The analytical method used in this study is a quantitative method with a descriptive method. Data were collected by questionnaires to 100 respondents using the accidental sampling technique. The collected data was then analyzed using structural equation modeling (SEM). The results of the study revealed that the variables of performance expectancy, price value, and habit have a positive and significant effect on behavioral intention. While the variables effort expectancy, social influence, and facilitating conditions have no significant effect on behavioral intention. Keywords: behavioral intention, PLS-SEM, UTAUT

    FACTORS DETERMINING BUYER-SELLER RELATIONSHIPS: EMPIRICAL RESULTS FROM AN AGRIBUSINESS PERSPECTIVE

    Continuous development of the Indonesian agri-food retail in the past decades has shown an evolutionary way on how the buyer and seller build their interaction during the exchange transaction process. It shows the significance of beneficial buyer-seller relationships in the shifting from traditional food retailing model to modern food retailing model, including in developing economy context. The study aims to investigate the factors affecting the buyer-seller relationship concept to access the modern market from the farmer producer perspective in the setting of an emerging market. This study surveyed 75 respondents of vegetable farmer group members located in a vegetable cluster in West Java, Indonesia. An explanatory quantitative method with Confirmatory Factor Analysis (CFA)was used for the data analysis. The findings verified four primary factors that can explain the B2B buyer-seller relationship of farmers deciding to partner with modern retailers such as supermarkets, which consists of trust, loyalty, relationship commitment, and business communication. The findings propose a further understanding related to the factors that influence the buyer-seller inter-relationships in the B2B context of the agriculture sector

    RANCANGAN SOLUSI PENGELOLAAN SAMPAH DENGAN KONSEP FOCUS GROUP DISCUSSION (FGD) PENTA HELIX DI KABUPATEN GARUT

    The waste problem in Garut Regency was entering an emergency and alarming stage. The situation has mobilized various elements, namely academics, entrepreneurs, communities, government and the media to take strategic steps together in overcoming the problem of waste. Garut University, especially Faculty of Social and Political Sciences (FISIP), became the initiator of the focus group discussion (FGD) agenda which subsequently developed into the Penta helix Garut Free Waste Movement. The purpose of this study was to map the solution steps taken by the Penta helix team based on the results of the FGD. This research was a qualitative type using FGD method. The FGD was attended by 28 participants consisting of 3 academic representatives, 7 company representatives, 6 community representatives, 10 government representatives, and 2 media representatives. Triangulation was carried out on the initiator's side by testing the dependability and confirmability. The results showed that there were 7 strategic issues namely technology, processing, education, economics, institutions, policies and coordination that needed to be further discussed through further FGDs. All elements were expected to continue to communicate and collaborate and could complete the discussion of the 7 issues to be used as a solution proposal to the government of Garut Regency, therefore, it could be used as material for policy formulation to solve the waste problem.The waste problem in Garut Regency was entering an emergency and alarming stage.     Mapping Communication Priority of Local Government Leaders through Instagram Captions in Publicising Smart City Programmes

    Currently, social media is required to inform the public about local government programmes related to smart city. Advances in technology require the government to provide fast, precise and accurate information services. Local government leaders' communication patterns are crucial factors in the successful implementation of the smart city technology. This study aims to map the communication priorities of DKI Jakarta government leaders in publicising the smart city programmes using Instagram. The study, using a qualitative method with a content analysis approach, employs a case study involving an Instagram account owned by Anies Baswedan as the head of the DKI Jakarta regional government, analysing captions posted between February 2019 and February 2020. The ATLAS.Ti program was used for data processing. The study results reveal that the highest priority area for communication regarding the smart city programmes was Smart Economy. Moderate priorities included Smart Living, Smart People, Smart Governance and Smart Mobility. Lastly, Smart Environment had a low priority. This study demonstrates that Instagram can be an effective medium for building interaction between leaders and the community in delivering smart city programmes with balanced communication intensity for each programme. Thus, this study's findings are expected to provide a reference for local government leaders in balancing communication priorities for all smart city programmes.
